New GEVER System for the BLV: From Migration to Day-to-Day Operations

We supported the Federal Food Safety and Veterinary Office in their project to migrate the data volume accumulated over 15 years to the new GEVER system Acta Nova in a timely manner.

What is it about?

The official project GENOVA BLV (Federal Food Safety and Veterinary Office) is a project within the GENOVA EDI program, which in turn was part of the GENOVA Bund program. The aim of the project was to replace the old GEVER system Fabasoft with the new federal standard Acta Nova. A very important piece of the puzzle was the migration of the existing data to the new system. The entire Federal Department of Home Affairs (FDHA), and the FSVO in particular, had been working with the old GEVER system for more than 15 years and had therefore produced a large amount of data. This volume of data was successfully transferred to the new GEVER system Acta Nova during the introductory weekend.

A very important part of the “GENOVA BLV” project was the migration of existing data from the old GEVER system “Fabasoft” to the new GEVER system “Acta Nova.” The Federal Department of Home Affairs (EDI), and the BLV in particular, had been working with the old GEVER system for more than 15 years and had thus generated a large volume of data. This data was successfully transferred to the new GEVER system.

Following the successful transition from the old GEVER system to the new one, the BLV lacked the necessary expertise and resources to handle all pending tasks. Therefore, this work was outsourced. With the contract award, Ironforge continued to support the FSVO in its GEVER-related activities even after the introduction of the new GEVER system, contributing its professional expertise, dedication, and willingness to perform, as well as its interested and committed attitude.

Programm «GENOVA Bund»

The “GENOVA Bund” program aimed to introduce “Acta Nova” as a new standard solution for electronic document management across all federal departments and to establish a centralized operations center. The program was launched in 2015 and concluded in 2021 after the final units of the federal administration had implemented the new GEVER system.

Following the rollout, 26,000 users were able to use the new GEVER system without restriction. At that time, the GEVER system was installed but, due to technical constraints, could only be used selectively by an additional 3,500 users in Swiss diplomatic missions abroad.

The implementation of the new GEVER federal standard enables more efficient processes throughout the federal administration.

  • Business processes can be handled digitally and automatically
  • Automatic encryption of confidential documents
  • System support for current and future e-government initiatives
  • Projected lower operating costs over the next 10 years, or cost savings of over 180 million Swiss francs 

GEVER

Within the federal administration, the term “GEVER” refers to electronic case management.

The purpose of GEVER is to manage, in electronic form, the case-related information generated by administrative units in the course of their statutory duties.

GEVER supports the following administrative units:

  • Record Management
  • Workflow Management (i.e., the assignment, execution, and tracking of tasks)
  • Business Control in accordance with the GEVER Organizational Manual

This streamlines administrative operations and ensures traceability as well as the complete lifecycle (i.e., from creation through use, storage, and disposal to archiving or destruction) of business transactions. In addition, GEVER provides the foundation for seamless and automated business processes that span organizations and systems.
