Register modernization The data should run, not the citizens

What is behind register modernization?

While the Online Access Act (OZG), which came into force in 2017, focuses on the implementation of user-friendly online applications for citizens, the modernization of the register is about verification obligations. Why do applicants have to spend a lot of time and effort transferring various documents from authority to authority when the relevant information has long been available to the administration - just not in exactly the same place?

There is a lot of untapped potential here for authorities and municipalities. Let's look at an example: To apply for parental allowance, parents have to submit their birth certificate and pay slip to the parental allowance office: They get the wage certificate from their employer, and the German Pension Insurance is involved at the same time.

Fewer visits to the authorities

If, on the other hand, such data flows function automatically through register retrievals, online access for many administrative services will become more convenient and efficient. This applies in particular to complex procedures that require citizens to provide various details and evidence and that have to be processed across different authorities. With Once Only, applicants only have to enter their data once and then no longer have to provide proof. Administrative services of this type have reached maturity level 4. After that, the data can flow automatically between the authorities via interoperable registers. Of course, the control of data flows in the application process always remains under the control of the user.

Data exchange between online services and registers can only work if both sides speak the same language - and must be supported by a variety of infrastructure modules, such as identifying the right communication partners, secure data transmission, authorization checks or conversion between different data formats.

Easier application processing

And it's not just citizens who benefit from the modernization of registers: public authorities can also benefit massively from improved data exchange in their work - for example when checking applications later on. There are already extremely efficient administrative information networks in Germany today, but they largely function in isolation. Register modernization also offers authorities the opportunity to retrieve the data they need from one another using standardized and therefore scalable mechanisms. Even across specialist boundaries.
